What is a fapiao?
A fapiao is China’s official tax invoice. It is the primary document used to evidence a taxable transaction for accounting, customer payment support and tax documentation. Managing fapiao well is an invoice-operations task and should not be confused with preparing and submitting a VAT return.
What information should appear on a fapiao?
A fapiao should correctly identify the seller and buyer, describe the goods or services, and show amounts and tax-related fields required for that invoice type. Details must match the underlying contract, delivery or service evidence and payment trail. Errors in names, tax identification numbers, tax categories or amounts create later bookkeeping and deduction problems.
Are digital invoices legally valid?
Yes. Under State Taxation Administration Announcement No. 11 (2024), fully digital electronic invoices have been promoted for nationwide application from 1 December 2024, and digital electronic invoices have the same legal effect as paper invoices. Categories include the electronic special VAT invoice and the electronic general invoice, among other types specified in the announcement.
What happens if a fapiao is issued incorrectly?
Do not leave an incorrect blue invoice uncorrected. Where sales returns, invoicing errors, service stoppage, sales allowances or similar situations arise, a red digital invoice is issued under the applicable rules. Correct the root cause in customer data and process controls so the same error does not repeat.
How should companies organize invoice records?
Keep issued and received invoices in a structured archive tied to contracts, warehouse or service evidence and bank receipts. Track use confirmation status when invoices are intended for input VAT deduction or related purposes, and retain retrieval-ready files for bookkeeping and tax reviews.
Does every fapiao support input VAT deduction?
No. Not every fapiao supports input VAT deduction. Deduction depends on whether the document qualifies as a valid VAT credit document, whether required use confirmation is completed through the tax digital account, and whether applicable deduction rules are met for that transaction.
