What Is a Fapiao in China?
A fapiao is China’s official tax invoice. For a company operating in China, it is the core document that evidences a taxable sale or purchase for accounting, customer payment support and tax documentation.
Fapiao management is an invoice-operations discipline: getting the right invoice issued or received, keeping buyer and seller details accurate, storing files in a retrievable way, and correcting mistakes through the proper red-invoice path. China’s VAT Law has been in effect since 1 January 2026, but this page stays focused on invoice management rather than return filing mechanics.
02
Common Fapiao Types and Digital Invoices
In practice, finance teams still talk about special VAT invoices and general invoices because those categories affect how a document may later support input VAT documentation. Under State Taxation Administration Announcement No. 11 (2024), fully digital electronic invoices have been promoted for nationwide application from 1 December 2024.
Digital invoice categories include the electronic special VAT invoice and the electronic general invoice, among other types specified in the announcement. Digital electronic invoices have the same legal effect as paper invoices, so companies should not assume a paper copy is required for legal validity.
03
Issuing and Receiving Fapiao
Invoice issuance should be tied to the actual transaction, the applicable contractual billing trigger, payment or collection evidence, and the relevant tax rules. The invoice should remain consistent with the contract, delivery or service records, and accounting documentation.
Receiving inbound fapiao is equally important: purchase invoices that sit in email threads or WeChat files without a control log are a common source of missing records.
04
Invoice Information and Record Keeping
Invoice content
Invoice content must be complete and consistent. Typical review points include party names, tax identification numbers, goods or services description, tax category language, quantities, amounts and any notes required by the business process.
Recordkeeping
Recordkeeping should allow a third party—an auditor, tax officer or new accountant—to reconstruct why an invoice was issued or accepted. Store digital files with naming conventions, retain related contracts and warehouse or service evidence, and keep a simple status trail for corrections.
05
Fapiao and Input VAT Documentation
Fapiao are often needed when a company later claims input VAT, but invoice possession alone is not enough.
Not every fapiao supports input VAT deduction.
Deduction depends on whether the document qualifies as a valid VAT credit document, whether required use confirmation is completed, and whether applicable deduction rules are met.
When a digital invoice is used for purposes such as input VAT deduction, the taxpayer completes use confirmation through the tax digital account as required. Keep that status visible in your AP controls so bookkeeping and filing teams are not guessing which invoices are ready.
06
Corrections, Returns & Red-Invoice Handling
Where sales returns, invoicing errors, service stoppage, sales allowances or similar situations arise, a red digital invoice is issued under the applicable rules. Treat red-invoice handling as a controlled correction process, not an informal rewrite of the original file.
07
Common Fapiao Management Mistakes
- Issuing before delivery or acceptance evidence is ready, then scrambling to reverse.
- Using outdated buyer tax information copied from an old order form.
- Assuming every special VAT invoice automatically supports input VAT deduction.
- Leaving digital invoices in personal inboxes without a company archive.
- Treating red-invoice work as optional when amounts or descriptions are wrong.
- Asking the invoice team to “handle VAT filing” without a separate return preparation owner.
08
Fapiao Data, Bookkeeping & VAT Filing
Clean fapiao data feeds monthly bookkeeping: sales and purchase journals, customer and vendor ledgers, and supporting schedules. The same records later support return preparation, but filing cadence, output and input VAT review, and submission steps belong on the VAT filing side of the workflow.
When your team is ready to connect invoice archives to return preparation, review China VAT filing requirements for tax periods, reconciliation and submission themes. Keep invoice issuance and collection controls on this page’s process map so ownership stays clear.
