A Periodic Return, Not an Invoicing Tutorial
VAT filing is the periodic process of declaring taxable sales and related tax data to the tax authority and paying any tax due for the assigned period. China's VAT Law has been in effect since 1 January 2026 and provides the statutory framework for the tax periods and filing timing covered on this page.
For foreign-invested companies, filing is part of ordinary China tax compliance after tax registration — not a one-time setup task. This guide focuses on return preparation, reconciliation and submission. Invoice issuance and collection controls belong on a separate fapiao management workflow, covered in Chapter 8.
The Filing Cycle
- 01Taxpayer status and assigned period
- 02Data the return needs
- 03Output VAT, input VAT, credit documents
- 04Reconciliation before filing
- 05Submission and payment

Taxpayer Status and Assigned Filing Period
How a company files depends on its tax registration profile and the tax period assigned by the competent tax authority. Where the assigned tax period is one month or one quarter, the taxpayer generally declares and pays VAT within 15 days after the period ends. For a 10-day or 15-day tax period, any required prepayment is made within five days after the period ends, with the return and final settlement completed by the 15th of the following month.
Do not assume every company files monthly, and do not assume every company files quarterly — confirm the period and filing calendar assigned to your own registration. Taxpayer category (general taxpayer or small-scale taxpayer) also affects which schedules and credit treatments apply, so treat category rules as status-dependent, not as one rule for every company operating in China.
03
Data the Return Needs
A workable VAT return package usually starts from clean books and supporting documents for the period:
- Sales and output VAT figures for taxable transactions in the period
- Purchase and input VAT figures supported by eligible credit documents
- Bank and settlement records that explain cash movements tied to sales and purchases
- Contract or delivery evidence where amounts need explanation
- Tax registration details and any adjustments applicable to the period
This page does not list fixed rate tables or form-field numbers. Rates, schedules and system screens can change; confirm current forms with your filing channel and competent tax authority when needed.
04
Output VAT, Input VAT and Eligible Credit Documents
Output VAT
Output VAT is the VAT associated with taxable sales in the period.
Input VAT
Input VAT may reduce the tax payable where documents qualify as valid VAT credit documents and applicable deduction rules are met.
Not every fapiao supports input VAT deduction. When digital invoices are used for input VAT deduction and related purposes, use confirmation through the tax digital account is required as part of making those documents usable for credit.
05
Reconciliation Before Filing
Before submission, reconcile period sales and purchases to the general ledger, match credit documents intended for deduction to AP records, and review unusual credits, red-invoice effects and timing differences. A short written checklist — who prepared, who reviewed, what exceptions remain — reduces last-day surprises.
- Sales totals vs invoice and revenue records
- Purchase totals vs AP and credit-document lists
- Use-confirmation status for documents planned for input VAT credit
- Bank receipts and payment timing that affect period cut-off
06
VAT Return Submission and Tax Payment
After reconciliation, submit the return through the company's authorized tax filing channel within the timing that applies to the assigned tax period. Arrange payment of any tax due according to the same period rules and your bank or tax-account setup.
Retain the filed return package, payment evidence and supporting schedules. This page does not state fixed penalty amounts, because late-filing and underpayment consequences are case- and rule-dependent and should be confirmed against current official guidance when an issue arises.
07
Common VAT Filing Errors
- Assuming a monthly cycle when the assigned period is quarterly — or the reverse
- Filing from incomplete books while invoices or bank evidence are still missing
- Claiming input VAT on documents that are not eligible credit documents or lack required use confirmation
- Ignoring red-invoice and return adjustments that change period totals
- Treating invoice issuance as a substitute for return preparation
- Leaving no review trail between the preparer and the finance owner

Where Fapiao Management Fits In
Invoice records are a primary data source for VAT returns, but managing issuance, collection and corrections is a distinct operations track. Filing teams need complete, use-confirmed credit documents and consistent sales invoice data; they should not be rewriting customer master data on filing day. For issuance, collection, digital invoice archives and red-invoice handling, use the China fapiao management guide — this page stays focused on periods, return data, reconciliation and submission.
If your team needs a stable monthly or quarterly close that connects invoices, books and filing, review VAT & Fapiao Support, or Accounting & Tax Compliance where filing is part of the whole monthly close.
